Full Profile

At IHEART, Dr Page brings a rare, dual perspective: direct, hands-on experience creating a university from an earlier institutional form, and decades of subsequent work helping other institutions navigate their own transformation and growth.

Dr Page played a pivotal role in establishing the University of Luton as a university in 1993, as Luton College of Higher Education transitioned to full university status — part of the wave of institutions granted university title following the Further and Higher Education Act 1992, which ended the historic “binary divide” between colleges and universities in the UK. That experience gave him a first-hand understanding of exactly what an institution needs to prove, build, and demonstrate to succeed in gaining recognised university status — knowledge that sits at the centre of IHEART’s own work supporting institutions toward OfS registration and Degree Awarding Powers today.

He later served as Associate Dean at London Metropolitan University, deepening his experience of institutional leadership within an established university environment.

Since retirement, Dr Page has advised numerous private higher education institutions and has been instrumental in developing strategic collaborations between European universities and UK private higher education providers — giving him a genuinely international view of institutional partnership, validation, and transnational education models, alongside his UK regulatory grounding.

His experience gives IHEART unique insight into both institutional creation and institutional renewal — the two poles of the work IHEART does for clients, from first-time HEI founders to established institutions pursuing further regulatory milestones.
